AI’s implications for cybersecurity cannot be overstated. Last month experts and officials on the front lines addressed threats and solutions before packed audiences. Our panel on AI’s impact on cybersecurity policy delved into the complex intersection of Artificial Intelligence and cybersecurity, uncovering the dual nature of AI’s progress in safeguarding systems while also introducing new vulnerabilities. During the session, our experts, Austin Carson, Alissa Starzak, Grace Abuhamad, and Charley Snyder engaged in lively debates regarding the implications of AI-powered security measures, exchanged insights on effective strategies to counter AI-related threats, and proposed comprehensive policy frameworks tailored to our rapidly evolving AI landscape. Furthermore, the panelists addressed concerns surrounding the integrity of AI datasets and models, particularly focusing on the potential risks posed by malicious actors.
The Honorable Robert Silvers, Under Secretary for Policy at the Department of Homeland Security talks with Shane Tews, President of Logan Circle Strategies about his role in the Department. With extensive experience in cybersecurity, The Honorable Robert Silvers shared insights from his previous roles in the Obama administration, emphasizing the vast scope of DHS’s responsibilities. He discussed the Biden administration’s focus on AI, stressing the importance of literacy and proficiency among agency staff. Under Secretary Silvers highlighted the potential of AI to enhance security measures, citing examples such as detecting fentanyl shipments and improving airport screening. Despite acknowledging the competitive landscape with China, Under Secretary Silvers emphasized the need for democratic governance in shaping AI’s usage. The discussion further delved into the dual nature of AI’s impact on cybersecurity, emphasizing the importance of robust defense strategies. Under Secretary Silvers highlighted the progress made in cybersecurity readiness, citing the example of Ukraine’s successful defense against cyber attacks during geopolitical tensions. Looking ahead, the Under Secretary expressed excitement about AI’s potential to streamline tasks and level the playing field for individuals, fostering creativity and innovation.
In the wake of President Biden’s executive order on AI, Principal Deputy U.S. Chief Technology Officer Deidre Mulligan delivered a keynote address outlining the Biden administration’s commitment to leveraging technology, particularly artificial intelligence, for societal benefit while addressing ethical and policy considerations to ensure responsible and equitable use.
Additionally, U.S. Federal Chief Information Officer Clare Martorana and Administrator of the United States Digital Service Mina Hsiang sat down for a fireside chat moderated by Nancy Scola, outlining the implementation of artificial intelligence (AI) initiatives within the U.S. federal government, focusing on its potential impact on citizen services, the importance of talent acquisition, and the need to balance agile methodologies with the scope of AI projects.

As the U.S. Supreme Court hears oral arguments in the critical cases of NetChoice v. Paxton and Moody v. NetChoice today, take a look at our panel from State of the Net, “The High Court and Online Expression: Deciphering the Legal Landscape” featuring Nicole Saad Bembridge, Associate Director of Litigation at NetChoice. In tandem, our panel “Online Expression And Policymakers: Finding The Balance” delved into the delicate equilibrium between free expression and regulatory considerations. As the Supreme Court deliberates, these thought-provoking discussions offer a crucial understanding of the evolving landscape of online expression. Stay informed on the forefront of legal developments that may shape the boundaries of online discourse by catching up on these essential panel discussions.
Panelists examined NetChoice v. Paxton and Moody v. NetChoice, discussing the possibility that the justices may not uphold these laws, citing First Amendment constraints. Others expressed concerns about the commercial nature of social media platforms and discussed issues such as gatekeeping power, common carriage, and the potential impact on marginalized voices. They also deliberated on the extent of states’ authority. The panel featured Nicole Saad-Bembridge of NetChoice, Olivier Sylvain of Fordham University, Jess Miers of Chamber of Progress, Matt Wood of Free Press, and Nadine Farid Johnson of Knight First Amendment Institute at Columbia University.

They explored the challenges of finding a balance between speech and regulation, as well as the need for rigorous research to inform policy decisions. The panelists also touched on the evolving regulatory landscape in Europe and the potential implications for tech companies. Earlier this month, we were thrilled to convene the Internet stakeholder community at the 20th annual State of the Net Conference, the nation’s most prominent Internet policy summit.
Speakers at SOTN reflect different perspectives on Internet policy issues. We have long curated the program to highlight differences of opinion among experts from across the spectrum of industry, government, academia, and civil society.
We have made strides over the years to bring more diverse voices to the table at State of the Net. We’ve made great progress in some areas and have made incremental improvements in others. In other areas, we haven’t made much of a dent and we need to do better. In the interest of accountability, we’re publishing the below stats regarding speaker diversity at #SOTN2024.*
There is always room for improvement and we will work harder. We will also continue our work to create a pipeline for talented Internet policy practitioners of color through the Internet Law & Policy Foundry. The Foundry, which we launched seven years ago, is a professional development platform for early career professionals passionate about Internet law and policy. Diversity is a major goal in the Foundry admissions criteria for incoming fellows. We will also continue to inspire students of color to pursue careers in computer science and STEM through the Congressional App Challenge (CAC). Through the House’s official computer science competition for middle and high school students, which we administer, we work to ensure that student participation in the CAC reflects the diversity of the American people. Commissioner Carr addressed concerns surrounding tech giants’ actions, highlighting the need for regulatory scrutiny in light of recent events, including Apple’s response to the Beeper Mini app, which briefly brought iMessage functionalities to Android users. Carr emphasized the importance of ensuring compliance with FCC regulations, particularly regarding accessibility for users with disabilities.
Commissioner Gomez passionately advocated for the preservation of the Affordable Connectivity Program, highlighting its pivotal role in bridging the digital divide. She underscored the program’s significance for vulnerable groups, including senior citizens and military families, and warned of the potential adverse consequences of its termination. Gomez’s remarks underscored the urgency of sustaining initiatives aimed at promoting digital inclusion and equitable access to broadband.
In a separate panel discussion, experts convened to explore critical regulatory challenges poised to take center stage in the telecommunications arena. Led by moderator Kelcee Griffis of Morning Brew, the panel featured Christopher Lewis of Public Knowledge, Matthew Brill of Latham & Watkins, Angie Kronenberg of INCOMPAS, and Diane Holland of Wiley Rein LLP.
This week’s 20th anniversary State of the Net was an event to remember, ushering in a new epoch of Internet policy. This year’s conference was our largest ever, with a staggering 1,400 registrants joining us to explore the latest developments in Internet policy and innovation. A remarkable turnout underscores the growing importance and relevance of the tech policy issues in Washington and across the globe.
